Ending Gang Violence

Restoring the rule of law, supporting the police and giving young people a way out of the gangs.

Armed gangs control most of Port-au-Prince and the roads leading out of it. Thousands of people are killed every year and well over a million Haitians have been forced from their homes. Ending this violence takes security, justice and opportunity together — any one alone will fail.

Security

  • Support the Haitian National Police with training, equipment, fair pay and vetting, so it can hold the areas it frees
  • Back the UN-authorized Gang Suppression Force (Resolution 2793, October 2025) and make sure it works with the Haitian police under clear rules and oversight
  • Protect the main roads and ports so food, fuel and medicine can move again

Justice

  • Prosecute gang leaders and the politicians, business people and foreign nationals who fund and arm them
  • Follow the money: trace, freeze and seize gang assets, including money laundered abroad
  • Rebuild courts and prisons so arrests lead to fair trials, and support specialized courts for gang and financial crimes
  • Stand with victims, especially survivors of sexual violence, and help them access justice and care

Opportunity

  • Offer disarmament and reintegration programs for young gang members who leave, with job training and schooling
  • Keep children in school and out of gang recruitment
  • Create jobs through the infrastructure, energy and water projects in our other causes
  • Restore services quickly in every freed neighborhood so the gangs cannot come back
